Who could they be talking about?

Minister 1 is likely Kipruto Kirwa: “One of them, who was not anywhere near Anglo Leasing, but managed to curve out a goldmine in his ministry, I am told, now has a new mansion somewhere on the undulating hills of a popular suburb so expansive that his friends have given it the name of a supermarket known for its gigantic outlets. They tell me that last year, he was heavily in debt. Now, he’s got Range Rover, a Mercedes Benz 500S and a quixotic Volkswagen at an estimated total cost of Sh50 million.”

Minister 2 is probably Kituyi who was struggling economically pre-2002 and is now rumored to even own a plane that’s parked at Wilson airport.
